Generation Global and Rwanda Ministry of Education (MINEDUC) sign Memorandum of Understanding to expand global citizenship education in Rwandan schools

The International Baccalaureate Organisation, through Generation Global, has signed a Memorandum of Understanding (MoU) with the Ministry of Education of the Republic of Rwanda to support the implementation and scaling of the Generation Global programme in Rwandan schools.

Generation Global is the IB’s global citizenship education programme for young people aged 13 to 17. It equips learners with the knowledge, skills and attitudes to become active, open-minded global citizens, with dialogue at the heart of the learning experience. Through online resources, facilitated video conferences and a moderated global community, young people practise engaging with different perspectives on issues of culture, identity, beliefs, values and attitudes.

The MoU builds on a successful collaboration between the Rwanda Ministry of Education, the Rwanda Basic Education Board and Generation Global. From July 2023 to June 2024, a one-year pilot brought global citizenship education to over 3,000 young people in Rwanda. The pilot began in 10 schools and was extended to three further schools across Kigali in 2025.

Through this new agreement, Generation Global and the Ministry of Education aim to work together towards “Equipping Young Rwandans with Global Citizenship Education Skills”. The collaboration will focus on giving learners opportunities to develop dialogue skills, intercultural understanding and the confidence to engage thoughtfully with global issues.

As part of the MoU, Generation Global will provide access to its online platform, resources and tools for learners and educators. It will also support educator training, technical expertise, capacity building, monitoring and evaluation, and the sharing of global best practice. The Ministry of Education will work with the Rwanda Basic Education Board to identify schools and educators for implementation, support the integration of programme content into the existing REB e-learning platform, and ensure alignment with Rwanda’s safeguarding policies and education priorities.

The agreement also sets out a shared approach to planning and governance. The parties will co-develop an implementation roadmap for pilot and scale-up phases, including educator training, dialogue sessions and outreach activities. A joint working group will agree annual work plans, review progress and meet regularly to guide implementation.

The collaboration reflects Rwanda’s commitment to expanding access to quality education and developing the critical thinking, positive values and skills needed for socio-economic development and Generation Global’s mission to create meaningful opportunities for intercultural dialogue and understanding, helping young people become internationally minded and prepared to thrive in an increasingly interconnected world.

This MoU marks an important next step in deepening Generation Global’s work in Rwanda. By working with national education partners, the programme will support more educators and learners to access free, flexible and safe global citizenship education resources, while building the skills of dialogue that young people need for school, work and life.
